This exploitation of Panama’s “flags of convenience” system enabled Iran to obscure its maritime activities. The involvement of Chinese entities in Panama’s port operations has raised U.S. concerns about Beijing’s strategic influence in the region. In response, Panama revoked flag privileges for numerous vessels linked to Iran in 2023.
